Performance Max for Local Businesses: Where the Budget Goes

The campaign type that decides for you, and the reporting that follows.

What Performance Max Is

One campaign that serves across Search, Display, YouTube, Gmail, Discover and Maps. You supply a budget, a conversion goal and a pile of assets. Google decides where the ads run, who sees them, and which combinations of headline and image get assembled.

For a large advertiser with dense conversion data across many products, this works. The system has enough signal to find patterns a human would miss.

For a local business spending $1,500 a month with eleven conversions, it is being asked to optimize on a sample too small to learn from, across six surfaces, with almost nothing you can inspect afterwards.

The Brand Cannibalization Problem

This is the one that misleads the most owners, because it makes the report look excellent.

Performance Max will serve against searches for your own business name unless you stop it. Someone who already knows you, already intended to call you, searches your name and clicks the ad above your own listing.

That conversion gets attributed to the campaign. Your reported cost per acquisition looks superb. The campaign appears to be your best performer, so the sensible move is to give it more budget.

What actually happened is that you paid for a customer who was already walking through the door. The revenue existed before the ad did.

Brand exclusions fix it and are not on by default. Add your business name, common misspellings and your domain to a brand exclusion list, then look at the numbers again. The honest performance is usually a good deal worse, and it is the number you should be making decisions from.

The Visibility Problem

Search campaigns show you the terms people typed. Performance Max shows you far less: grouped categories, partial search themes, and asset-level performance ratings that tell you an image is "Good" without telling you where it ran.

You cannot see the full query list. You cannot see the individual placements on Display and YouTube in the detail a Display campaign would give you. You cannot always tell which surface produced a conversion.

This matters more for a local business than a national one, because your waste is geographically shaped and geography is exactly what the report obscures. Spend leaking to viewers ninety miles away looks identical in the summary to spend working in your own town.

The workaround is scripts and the Google Ads API for placement and search term data, plus a location report you pull yourself. This is real work, and it is one of the reasons a $1,500 a month account often needs someone whose job is to look at it.

Where Local Budget Leaks

Display and video placements absorb a large share of spend on small accounts, and they convert at a fraction of search intent. Autoplaying on a mobile game at 11pm is technically an impression.

Out-of-area serving is next. Location targeting defaults to people in, or regularly in, or who have shown interest in your area. That last clause means somebody in another state who searched your city once is a valid target. Switching to presence only removes it.

Lead form spam is the third. Broad reach plus a low-friction form produces submissions that are not people. They count as conversions, the system learns to find more of them, and the campaign optimizes deeper into the noise.

The fourth is the one people miss: a conversion action that is not worth optimizing toward. If page views, clicks to call without duration, or newsletter signups are counted as conversions alongside booked jobs, the algorithm will chase the cheap ones because that is what it was told to do.

What to Set Before You Spend

Turn on brand exclusions. This is the single highest-value setting in the campaign.

Set location targeting to presence rather than presence or interest, and set it to the radius you will actually drive to.

Define conversions that represent money. A booked appointment, a form that a human qualified, a call over sixty seconds. Remove everything else from the conversion column, or mark it secondary so it is observed rather than optimized toward.

Add a negative keyword list at the account level, which now applies to Performance Max. Job seekers, DIY searches, competitor names, free, cheap, and the terms specific to your trade that never convert.

Build separate asset groups for genuinely different services, so a plumbing emergency and a bathroom remodel are not sharing headlines.

Feed it enough conversion volume to learn from. Under roughly thirty conversions a month, expect the results to be noisy whatever you do.

When Plain Search Wins

For a lot of local businesses, a well-built search campaign outperforms Performance Max and always will.

Budgets under about $2,000 a month rarely give the automation enough data to beat a person choosing keywords carefully.

Tight geography favours search, because you control exactly where it runs.

Phone-call businesses favour search, where call extensions and call-only ads put the number in front of intent directly.

Emergency and same-day services favour search, because the query is unambiguous and the value of appearing for it exactly is high.

Performance Max earns its place when you are already winning search in your area, you have conversion volume, and you want incremental reach beyond it. Starting there is what produces the reports that look good and the phone that stays quiet.

The Monthly Check

Pull spend by network or surface, and see how much left search.

Pull conversions with and without brand terms included, and compare the two cost per acquisition numbers.

Pull the location report and check how much spend landed outside your service area.

Open twenty of the leads the campaign produced and count how many were real people you could serve.

Compare cost per booked job against your other channels, using the same definition of a booked job for each.

If those five numbers take you longer than an hour, the account is set up to hide things. That is fixable, and worth fixing before you raise the budget.
